Sub:  Suggestions to exercise new ways of Governance in view of current political crisis in Israel

Dear Mr. President,

Greetings from The People’s Voice!!

We are a Non- Governmental Organization from India. We have been actively working for last six years on the issue of eradication of caste discrimination.

Basic purpose of NGO is to serve social and political objectives such as humanitarian causes. We have been studying and preparing a white paper to suggest to the People of India a new system of governance .Being an NGO it’s our moral obligation to share our views which can help you in facilitating a stable and good government in Israel.

We all know that Israel is going through political crisis. Four Knesset elections were held In the span of two years: April 2019, September2019, March2020 and March 2021(Courtesy-media sources). Difficulty in formation of stable coalition emerged as a cause for these consecutive elections. Not even a single party got the majority and as a result every time the Knesset got dissolved .

Israel has Parliamentary system of governanace in which the party or a coalition of parties, with majority, forms the government. Coalition governments have their own set of challenges. Due to differences in opinios and ideologies, decision making is usually slow and weak. This leads to hindrances and hassles in execution leading to failure of management and governance on many fronts including economy, defence and internal stability.

The frequent dissolutions of Israeli parliament in two years is perfect example of how coalition works. It affects the country as a whole. . In such arrangements, a party with less support could impose its views and policies on the majority. Shared decision making can make the progress slow and often resulting in policy paralysis.

It is perceived that Political Parties are essence of democracy, at the same time they are responsible  for the deterioration of democracy. To propagate the idea of partyless democracy,in order to free democracy from the clutches of political parties, is the only way out. In partyless democracy elections are not contested on party lines but on individual basis . Since Nepal and India have very similar Parliamentary multi party system and Governance,we feel what is good for India should be good for Nepal. We are therefore taking liberty of making few suggestions for introducing new form of governance through the letter.

1) Individuals from various public services should be elected for contesting the election. Their education and training make them competent enough to run the public administration in a way that every citizen can feel secured and live a peaceful and happy life. Educational eligibility should be the criteria of selecting candidates.

2) Universities should be there for teaching/training about governance , just like there are universities for different professions. Preferably, a common entrance test should be conducted on the lines of other competitive exams for securing admissions. Imparting education would help students in doing research and development for different aspects of governance . For example : what expertise is required for a particular ministry? Serving the nation should be the motto of  enrollment  instead of money making .

3 ) A fixed age limit should be defined for both entry and exit . By fixing a particular age new generation     will get a chance to enter politics on their merit. This way culture of nepotism will end in politics.

4) Retired members of parliament can join the university of governance as mentors. They can also act as            a think tank and provide time to time guidance to young leaders.

5) Individuals will contest from the constituencies where they have been born and brought up. One can  contest only from his/her native constituency and only for one seat.

6) The Country will not have any political party. All political parties should be dissolved and the net assets should be invested with the Government.

7) Election Commission should oversee the elections. It should bring parity for all the candidates and should bear all the expenses. No individual should bear the cost of election.

I hope you will find these ideas constructive. Thanks for the time given to go through this letter.

Kind Regards

Prithvi Manaktala

Nominated to Rajya Sabha : Mahesh Jethmalani,  Swapan DasGupta renominated to Rajya Sabha

Sadar Namaste,                  9/06/2021

I am writing this with reference to the articles published in

a)  Indian Express, dated 1st June 2021

Captioned as  : Nominated to Rajya Sabha : Mahesh Jethmalani

   b) Hindustan Times,dated 02-06-2021

Captioned as:  Swapan DasGupta renominated to Rajya Sabha

Under the constitution of India , President has powers to nominate upto 12 Rajya Sabha members on the recommendation of central Govt from varied fields like sports ,arts, social science, literature and perhaps legal profession. The idea behind at the time of writing the constitution must have been with good intentions that eminent persons with extensive experiences and wisdom will be able to add value to the legislation which will pass through Rajya Sabha will have inputs from such person of eminence. Sounds Good  .  Perhaps must have had good results as well.

With the passage of time after 70/71 years of adoption of the constitution  , the same rules which seemed good for the Country ,now look like a curse. This is only because every rule has a loophole and there are enough luminaries in our Country who have full time occupation of finding them.

Every political party looks at the numbers to get their business done from both the houses of Parliament. Political parties to make full use of available seats by nomination fill them up by their sycophants .This is the downside of our system of Governance. A Country needs best of brains for good Governance. Economic progress and peace and security of the Country ,while the system we follow gives enough opportunity to every political party to distribute tickets to such persons who are capable of bringing into party, money power ,muscle power or being simply sycophants of leadership.

We at THE PEOPLE’S VOICE SOCIETY have been trying to formulate a system of Governance which does not   have such pitfalls which bring weakness in the system. Imagine, if every   MLA/MP is elected without any affiliation ,he/she will have far greater freedom to act as per his/her own free will ,wisdom and original ideas. If the same person has been elected on a ticket of a political party or nominated at the behest of political party, that person has to give up his own original thoughts , has to follow the whip of the party ,toe the line act up by his/her bosses. You can imagine how much limitation comes in the way of level of legislators work and Governance of the Country.

THE PEOPLE’S VOICE after deliberation with intelligentsia of the Country feels a nationwide debate must take place to find which is better system – present one or the proposed one i.e. parliament consisting of all the members as independents.

Let’s engage for which TPV invites your suggestions to our e-mail admin@thepeoplesvoice.in, or post your views on our blogsite https://tpvblog.wordpress.com,

Suggestions to exercise new ways of Governance in view of current political crisis in Nepal

Dear Ms. President,

Being an NGO it’s our moral obligation to share our views which can help you in facilitating a stable and good government in Nepal.

We all know that Nepal is going through political crisis. Traditionally the post of PM has been very volatile in Nepal with 49 Prime Ministers donning the chair in last 58 years. Even after getting the majority in 2018, current ruling establishment is in total disarray. Same has been evident since December,2020. Supreme Court had to intervene in political set up which is not a very healthy sign in democracy.

Nepal has Parliamentary system of governanace in which the party or a coalition of parties, with majority, forms the government. Coalition governments have their own set of challenges. Due to differences in opinions and ideologies, decision making is usually slow and weak.

Arrested for anti –PM posters: daily wagers, printer, auto driver

Sadar Namaste,

Written in response to the article page 1,Indian Express, dated 16.05.2021

Arrested for anti –PM posters: daily wagers, printer, auto driver

An elected democratic government certainly has the basic responsibility of managing law and order and basic peace and tranquility amongst the citizens to ensure everyone lives in peace and carry on with the activities of livelihood. This is off course comes first but there are en number of functions which the government in office has to perform day in and day out so that citizens can live their lives peacefully. The people in government are also citizens, ordinary ones, before getting the power to govern? These people also have the same emotions, strength and weaknesses which any ordinary citizens has. As every human being is liable to make mistakes so are the elected representatives.

Citizens can excuse the elected representatives out of forgiveness and consideration if any mistake happens doing a job with good intention is not a mistake?

But if citizens think it is worthwhile to remind the elected representatives of a mistake so that it does not happen again, the elected representatives should take in their stride and learn from rather than react the way it has been done in this case.

In a multi party Parliamentary system such as India’s there will be many instances where opposition parties will try to make a mountain out of a molehill and magnify a small mistake and project it as some kind of extreme calamity. After all it is a main objective of any political party is to come to power by any means. It is one of the tools available to them to take every small lapse or fabricate a lapse and show case it as a big blunder.

In the present context in hindsight it seems may be India should not have exported/donated vaccines? But nobody can believe that Govt deliberately did it to ensure shortage for its own people. Normally opposition should point out to Govt to be more careful in future but for now do your best to save the situation. After all elected representative have collective responsibility of managing the Country, therefore it becomes of each elected member irrespective of the party he / she belongs to only engage in a constructive manner. But when the elected representatives belong to a party, which has to sit on the seats allotted to parties not having enough seats this does not give ministerial position, their role solely becomes of criticising for the sake of criticising.  Those MLAs/ MPs forget why they were elected and start making mischiefs and try to divert the attention of those who are in power. I really commend those who are in power have to listen to so much on daily basis and keep working. Imagine if all were working and not pulling each other’s leg, how fast can be the progress in every field which affects the lives of the citizens.

Having mentioned all the above let me state the government in office at the moment seems to be getting irritated on small matters as in the context of this article .The posters put up by some people saying in Hindi why vaccines were exported/donated. Everybody knows at that time Govt felt proud of its action. Now to become so sensitive on the issue does not behove well. Such type of weakness is shown out of fear of losing the power. At the same time it also shows the arrogance of wielding power. It could be mixture of the two.

The PEOPLE’S VOICE SOCIETY, engaged in working on improving the Governance standards has been advocating of making India more cohesive and unified society. Now to add to that is putting before public an alternative system of Governance without political parties. The salient features of that system are as under:

a)   Politicians should be well educated and specially trained to the job as in other professions. Like other services, Indian Political Services should be started. New colleges/ universities should be established for imparting political education and systematically grooming them for Governance and law making.

b)   A minimum age/maximum age should be fixed for entry/exit into/from Vidhan Sabha/ Lok Sabha/ Rajya Sabha. Only those candidates who fall within the qualification and age criterion should be eligible to be elected to these bodies.

c)    Every eligible candidate should be belonging to his Constituency, there should be no provision of implanting candidates who is resident of a particular Constituency should be able to fight election only from his constituency and no one else and only for one seat.

d)   The all candidates should fight as INDEPENDANTS and not part of any political party. In fact in our scheme of thinking there is no political party in the country.

e)   All elections should be State funded and conducted under the aegis of the election commission and each candidate should be given equal opportunity to express his/her ideas/views before the electorate.

f)     The Prime Minister/ Chief Ministers/ Cabinet Ministers and Juniors Ministers should be elected by the MLAs/ MPs.

g)   In the event of Prime Minister or other Ministers loosing no confidence motion, fresh election can take place within the same house without any fresh elections. Thus each house once elected will survive for full terms. Simultaneous election in center and all states can become far easier to handle.

h)   The sessions of the Parliament in each year will be predetermined it will not be the prerogative of Government to call the session of Parliament.

i)      There should be minimum number of days the parliament will be run.

j)     All MP’S have to give minimum qualifying hours in the parliament to remain as members of the parliament otherwise the loose their Parliament seat.

k)    In the event of a particular member ceasing to be a member due to death/ insanity/ or for any other reason, the runner up candidate should become member without holding bye-elections.

Sadar Namaste,

I am writing this letter on behalf of  THE PEOPLE’S VOICE SOCIETY.   It’s an NGO formed with a mission of creating an enlightened, educated and well informed society of India. writing this letter on behalf of The People’s Voice society. It is an NGO formed with a mission of creating an enlightened, educated and well informed society of India. Our Society has been for last more than 5 years been engaged in advocating at various foras the urgent need to make India a Cohesive Society which is essential for economic progress of the country. We cannot dream of becoming a $ 5 Trilion economy unless we have peace and tranquility amongst the citizens. Any action influenced  by caste or religion of a person is going to be destructive and counterproductive.

I am writing this with reference to the following news articles published on 6th May’21:

Ø  “BJP MP’s graft charge takes communal turn” in TOI by Mr.Shivashankar

Ø  “MP Tejasvi Surya’s remarks on Muslim Covid warriors trigger furore”in HT by Mr.Arun Dev

We are currently going through an unprecedented crisis. This is the time when we have to become support system of each other .This is the worst time to indulge in divisive and destructive politics.

Kindly note that the way you conducted the whole BBMP episode, is in very bad taste to say the least. People from one community were singled out without any basis/proof. This hurts us in many aspects:

Ø  Whole world is watching us. When such things get highlighted, the nation as a whole earns very bad name.

Ø  You are a senior member from the ruling establishment. Singling out one community send very wrong signal. First of all they will feel insecure. Secondly, the recruiters may be discouraged to hire them just to appease you .  Rulers have to be above all petty issues and all the citizens should be treated equally.

Ø  We are in a very catastrophic phase. Such incidents make people more wary and weak.

Kindly treat this letter as a sincere request for stopping such divisive activities . Looking forward to correctives from your side.

 Thanks

How Didi can remain CM despite losing Nandigram?”.

Namaste,

I am writing this with reference to the article in Hindustan Times, written by Saubhadra Chatterji on Page no.4, dated May 03,2021, captioned as : “How Didi can remain CM despite losing Nandigram?”.

Though it’s not unconstitutional for a leader to become CM even if he/she loses the election, its not ethical to do so. Parliamentary election is all about elected representatives and any back door entry should be discouraged. This is high time we do some sort of course correction the way parliamentary democracy works.

Multi party system of governance has many issues. Elected members are liable to follow party guidelines even if they don’t agree . Our Society  THE PEOPLE’S VOICE  would like to propose an alternate system of governance i.e. partyless government , where people contest election on the individual basis. Their election expenses should be totally funded by Election Commission.

The Parliament constituted by elected members should be responsible for electing by majority vote The Prime Minister and other Ministers. The Government should function under the supervision of Parliament. The chiefs of constitutional bodies like Police,Election Commission etc should also be directly responsible to Parliament and not Government.Once elected they should be able to select a leader on popular vote .  Elected leader should be empowered to select the cabinet in agreement with the members. Such a partyless government will allow Parliamentarians to express their individual opinions. They wouldn’t be obliged to follow any specific ideology/party whip . Matters would be dealt on merit and not on the basis of which party has proposed.

We are very much convinced that this will bring lot of positive changes in the way governments work  . Looking forward to your support in propagating this idea.

Thanks

State schemes bring SC/STs closer to TMC in jungle mahal”.

Namaste,

I am writing this with reference to the article in Economic Times, written by Ms.Jayanti Nag, dated May 03,2021, captioned as : “State schemes bring SC/STs closer to TMC in jungle mahal”.

We understand that certain specific programs/incentives are required for certain sections of society to bring them at par with the mainstream. Some historical unjustice has been done to these sections. Certain welfare/subsidized programs are required for their upliftment.

It’s equally important that these programs are conceptualized and executed in a way that these sections don’t end up becoming mere a vote bank. Once these sections become a vote bank it becomes very easy for political parties to indulge in divisive politics by manipulating their sentiments.

Our Society THE PEOPLE’S VOICE , therefore,  strongly objects to the use of certain terminologies like “SC/ST”.  We propose that programs should be designed and executed in a way that economically weaker sections are identified in respective geographies. Programs should be made for economic upliftment .This will ensure that caste/religion wouldn’t be misused and economically weaker sections of all castes and religions will feel benefitted.

We are very much convinced that this will bring lot of positive changes in the way governments work  . Looking forward to your support in propagating this idea.

Kind Regards

upper Caste men stop Dalit’s funeral procession in M.P

28.03.2021-Times of India

I am writing this with reference to the news published in Sunday Times, 28th march 2021,

captioned as: upper Caste men stop Dalit’s funeral procession in M.P

Our Society The People’s Voice, first of all makes a strong suggestion about the use of words as the caption of the news. If a specific section of Society would be addressed as upper-caste then remaining will automatically fall under Lower- caste or Dalit. This caste based terminology damages and divides our Society.

The caste system is a curse for our Society. It impacts the unity and harmony in negative way. In ancient times our Society was not educationally advanced. Untoucability ,discrimination, divison of labour , slavery were the common practices. These evil practices were deeply ingrained in our Society. Despite the growth of culture and civilization even today these play a predominant role in our Society.

For instance:

·        The term schedule – caste and schedule – tribes are still being used in Government documents.

·        The discrimination between the caste as upper and lower castes on the basis of their origin is still prevalent in our Socirty. In such arrangements uppercaste people take an undue advantage which leads to exploitation of the weaker –section.

The Indian government has enacted laws to eliminate discrimination and has also brought in many reforms to improve the quality of life for the weaker sections of the Society. These measures have brought relief to some extent. We indeed have a long way to go in achieving the objectives set to eradicate and abolish discrimination based on caste and creed. Our efforts and a change in mindset is required for the desired results. Inter-caste/religion/ region marriages are the only way to bring equality for all and to make our Society more cohesive.

The People’s Voice Society has been working for last six years on the subject of inter-caste, inter-religion and inter-region marriages. Our Society believes that the same should be encouraged to promote cohesiveness in society.  Government needs to incentivise such marriages. We have an existing legislation enacted in the year 1955 known as “Protection of Civil Rights Act 1955 “. Under this Act, marriages between different castes are incentivised, which at present is 2,50,000 /-per couple. Our plea to Government is to make it deeper and wider to include marriages between different religions and regions as well.

Nation will remain united only when, we ,the citizens of the nation will embrace each other irrespective of caste, creed, region and religion.

Thanks

Regards
